How to Convert a Photo or HEIC File to PDF on iPhone, Mac and Windows
- Quickest way: Photos, Share, Print, then Share again and Save to Files. One photo per page, no app.
- Want your pages in order? Open Preview on iOS 26 or later. Or choose Create PDF in the Finder on a Mac.
- A folder of HEICs on Windows: the free HEIC to PDF converter works in the browser, nothing uploaded.
To convert a picture to PDF on iPhone, open the photo in Photos. Tap Share, then tap Print. On the print screen, tap Share again and pick Save to Files. On iOS 26 and later, the Preview app can export a photo straight to PDF too, and let you reorder the pages. You don't need to convert a HEIC photo first. The iPhone reads its own format.
I checked the routes below against Apple's iPhone User Guide for iOS 27 and the macOS 27 guide, both read on 24 October 2026. Apple sets out some of them step by step. It never mentions others. Those steps come from Adobe, Apple's community forum and other guides, cited where they are used.
The Print screen: photo to PDF in four taps
The Print screen is the best-known way to convert a photo to PDF on iPhone, and it needs neither a printer nor an app. Apple's guide covers the first half: open a photo in Photos, tap Share, then tap Print (Apple, Print photos on iPhone). It stops at the printer. The PDF step is the one people miss. Guiding Tech's walkthrough, updated in April 2024, says to tap the Share icon on the print preview page and pick Save to Files. On older versions you pinch outward on the preview first. Members of Apple's support community suggested that gesture in February 2020, and PDF.net's August 2026 guide still describes it.
- Open Photos and tap the picture. For several, tap Library or open a collection, tap Select, then tap each photo.
- Tap the Share button, then tap Print. Apple's printing page says that if you don't see Print, you should swipe up.
- Tap Share on the print screen. If you can't see a Share button there, pinch outward on the page preview. It opens as a PDF with its own Share button.
- Choose Save to Files, select a folder, and tap Save. You can also send the PDF right from the share sheet through Mail or Messages.
When you pick several pictures, Guiding Tech points out that "each image will be on an individual page" and that "you can't rearrange the images once you tap Share". This works well for a receipt or one portrait. If you have twenty photos in a set order, use Files or Preview below.
Create PDF in the Files app, for a batch of photos
The Create PDF tool in the Files app is the fastest way to combine multiple photos into one PDF on iPhone. It works on files, not pictures in your photo library. So save the photos to Files first. Apple's chapter on Files for iOS 27 leaves out Create PDF. These steps come from Adobe's iPhone guide and Guiding Tech.
- Save the photos to Files. Inside Photos, choose them. Tap Share, tap Save to Files, and pick a folder.
- Open that folder inside Files. Tap the More button (three dots). Tap Select, and then tap each photo.
- Tap More at the bottom of your screen and pick Create PDF. With a single photo, press and hold it. Next, tap Quick Actions and Create PDF.
- Find the PDF next to the photos. Adobe says "the new PDF appears in the same folder as the original file".
The command survived the iOS 26 redesign, but it is harder to find. On the Mac Power Users forum in August 2025, one tester confirmed "this still works in iPadOS 26" and another found "the export to PDF selection is rather hidden in the os26 menu". The same thread has the only advice on order: sort by name and put numbers at the front of the file names, 01, 02, 03. Apple doesn't say what order Create PDF uses, so check the result before you send it.
Preview on iOS 26: export to PDF and set the page order
Apple documents only one way to convert a photo to PDF on iPhone from start to finish, and that is Preview. The app is new. It has a chapter in Apple's iPhone User Guide for iOS 26 and iOS 27, but none for iOS 18. Apple's export page lists the steps.
- Open the Preview app, find the photo under Browse or Recents, and tap it.
- Tap the button next to the file name, then tap Export.
- Choose PDF. iOS 27 gives you extra switches. Embed Text will "run OCR on images and make the PDF searchable". That helps with a photo of a receipt or a contract. Optimize Images for Screen cuts resolution to give you a smaller file.
- Choose a place, change the name if you want, and tap Save.
Preview also lets you build a longer PDF page by page. Apple's page on PDF pages explains it. Open the PDF, show the thumbnails, touch and hold one and tap Insert from File to add another photo. To reorder, touch and hold a thumbnail "until menu options appear, then drag the page thumbnail above or below another one". The same menu rotates, crops and deletes pages. Nothing else on the phone gives you that much control over page order without an app.
Books and Shortcuts: the two other built-in routes
Books and Shortcuts can both turn a photo into a PDF on iPhone. Each tool fits a different person. Books works well for a one-off. Shortcuts is for someone who does this every week.
Guiding Tech describes the Books route. Pick the pictures in Photos, tap Share, and choose Books. If Books doesn't show in the row of apps, swipe to the end and look under More. "The Books app will instantly save the photo as a PDF." To get the file out, Apple's Books PDF page says to open Library, tap the button below the PDF, and choose AirDrop, Mail, Messages or Print. Apple also notes that Books "isn't available in all countries or regions".
You only build the Shortcuts route once. Then it runs whenever you need it. It takes three actions:
- Select Photos, with Select Multiple turned on. Matthew Cassinelli's Shortcuts action directory describes it as an action that "prompts to choose photos and videos from your photo library".
- Make PDF. His entry for Make PDF says the result "can optionally include a quarter-inch margin for better printing". Leave Include Margin off for edge-to-edge photos.
- Save File, which Apple's Shortcuts guide lists among the file-related share actions. Apple adds that Open in Books "is similarly useful for saving PDFs".
Multiple photos into one PDF: page order and page size
Page order and page size mark the biggest differences between photo to PDF methods. They matter as soon as you combine multiple photos into one PDF. It might be twenty proofs for a client. It might be the sheets of a signed contract, or a wedding's shot list.
- Print screen: each page gets one picture. You can't reorder them after tapping Share.
- Files, Create PDF: Apple doesn't document the order. Put numbers on the file names first, then check.
- Preview on iPhone: drag the thumbnails into any order once the PDF is made. This route gives the most control.
- Finder on a Mac: Apple's combine page says "the files appear in the PDF in the same order that you select them".
- Shortcuts: a quarter-inch margin round each page is optional.
- The AccioPix converter: each page fits the photo's exact size. It doesn't crop or pad anything. Pages arrive in the order your browser sends the files. There is no tool to reorder them, so number the file names.
If the PDF must be A4 or US Letter, for a printer or an upload form, go through a Mac's Print dialog. Apple's print options page says to choose File > Print and pick a size from the Paper Size menu. In Preview's print settings on the Mac, Scale to Fit with Print Entire Image keeps the whole photo, and Fill Entire Paper crops it to the page. Then open the PDF menu in the same dialog and choose Save as PDF, as Apple's save as PDF page describes.
Photo to PDF on Mac and Windows
Photo to PDF on a Mac needs one right-click. HEIC isn't a problem. Apple says HEIF support reached the Mac with macOS High Sierra 10.13, alongside iOS 11. It is built into every release since.
- Select the photos in a Finder window or on your desktop. Pick them in the order you want the pages.
- Control-click the selection and pick Quick Actions > Create PDF.
- Check next to the pictures. Apple notes that the file "is created automatically with a name similar to the first file you selected".
Windows needs more help. Its Photos app can't open a .heic until two Microsoft Store packages are installed. The HEIF Image Extension is free, but its listing says the HEVC Video Extensions "must be installed in order to view images stored in HEIF files that use the .heic, .hif or .heif file extensions", and that package costs $0.99 in the US store. The codec trouble is covered in more detail in our guide to converting HEIC to JPG in bulk.
Once a photo opens, Windows can print it to a PDF file. Microsoft says the Print to PDF tool comes included in Windows 10 and Windows 11. A volunteer moderator on Microsoft Q&A sets out the steps. Open the image in Photos. Choose Print. Select Microsoft Print to PDF as the printer.
Convert HEIC to PDF in the browser, free
If your computer can't open HEIC, convert HEIC to PDF in a browser tab. Our free HEIC to PDF converter processes each file on your machine. It fits the picture onto a page and gives you the PDF. You upload nothing. There is no sign-up, and there is no watermark.
- Open the converter with Chrome, Edge, Firefox or Safari.
- Drag in the .heic files, whether one photo or a few hundred. A progress bar tracks them.
- Set the output if you need to. Default quality is 92 per cent, which keeps text on receipts sharp. You can set it from 50 to 100. The longest edge can stay at the original size or shrink to 4096, 2048 or 1080 pixels. Smaller photos are never enlarged.
- Download. The primary button gets you a ZIP file with one PDF for each photo. Combine into one PDF creates a single file with one photo on every page.
Its limits, plainly. It takes .heic files only; for a JPG or a PNG, use the iPhone or Mac routes above. There is no drag-to-reorder. Some 10-bit and Samsung HEIF files won't decode outside Safari; the page tells you how many failed and points you to Safari. Camera metadata such as the date and location doesn't carry into the PDF, which is no loss for a document you're emailing (our post on what EXIF data reveals explains why some people strip it on purpose). If you want images rather than pages, the HEIC to JPG converter and the HEIC to PNG converter work the same way.
Photographers meet the same files from the other side. After a wedding, guests and a phone-shooting second shooter AirDrop folders of HEICs, and the studio PC won't open them. For a quick PDF of picks for a client, convert HEIC to PDF in the browser. For delivery, skip the PDF: the AccioPix uploader for photographers takes HEIC straight from the phone, and each guest gets the photos they're in on WhatsApp for ₹0.20 a photo, about ₹100 for a 500-photo event. The pricing page has the rest.
Frequently asked questions
How do I convert a picture to PDF on iPhone for free?
Use the Print screen. Open the photo in Photos, tap Share, and tap Print. On the print screen, tap Share once more and pick Save to Files. On older iOS versions, pinch outward on the preview first. Nothing gets printed, and you install nothing. On iOS 26 and later, the Preview app also exports a photo as a PDF from its Export menu.
How do I combine multiple photos into one PDF on iPhone?
Put the photos in the Files app. Tap the More button, tap Select, and pick the photos. Tap More again and choose Create PDF. The PDF appears in the same folder. If page order matters, number the file names first. Or build the PDF in Preview on iOS 26 or later, where you can drag pages into place.
How do I convert HEIC to PDF?
An iPhone or a Mac treats a HEIC like any other photo. The Print screen, Files, Preview and Finder's Create PDF can all open it. Windows needs two extensions just to display a .heic file. To skip them, the free AccioPix HEIC to PDF converter turns a folder of HEIC files into PDFs right in your browser, with nothing uploaded.
How do I convert a JPG to PDF on iPhone?
Just as you would a HEIC. The Print screen, Files' Create PDF, Preview, Books and Shortcuts accept any photo the iPhone can open, so the file format doesn't matter. A screenshot, a JPG saved from WhatsApp and a HEIC from the camera all turn into ordinary PDF pages.
Does converting a photo to PDF reduce its quality?
It depends on the settings. Preview on iPhone has export choices that cut the file size. Optimize Images for Screen drops the resolution, and Save Images as JPEG recompresses your pictures. Turn both off for a full-quality PDF. By default, the AccioPix HEIC to PDF converter saves each picture at 92 per cent JPEG quality, and you can push that to 100.
